patch of the 16th July, 1932 referred to in

No.8 (copy herewith).

It seems to me that the Ordinance is

all right.

The words "and in order to reduce

expenditure" in Sections 2(1) and 3(1) read a

little oddly, but they do not of course affect

the substance.
